nope. First steamboat was patented in 1729 then another patent in 1736. Also the first steam powered ship looks like it was build in 1783 in france and they were build in the US for the first time in what looks to be 1787 ( all 18th century dates) so definitely were invented before 1807. 1807 was just the first really successful steamboat built in the US but definitely were invented and built a few steamboats prior to then.
