The Walter Lantz Productions cartoons, as well as anything produced afterwards, such as Epic Mickey-adjacent things would be fair use. So... IANAL, but I think you could write a book about Mickey and Oswald; but they couldn't be brothers, because that was introduced in the Epic Mickey franchise. It's _possible_ that Mickey is not allowed to talk until next year, when his ninth short "The Karnival Kid" enters public domain, since that was the first time he spoke. Also, as a side note, in this and the next cartoon (presumably? because it's uncredited) Mickey was voiced by Carl W. Stalling. Walt Disney would not voice the character until the _third_ talking cartoon. Though, he did voice Minnie in all three of these appearances, conservative outrage _when?_ Anyhow, from one person's fair use account to another, that's my understanding of it.
