You're underestimating Buff Counters. That extra 1 Damage and health is great. Also if you Suppress the relic and it returns it's another buff counter. Can be a bit slow yes, but it will get you over those 2/3 Allies.
Buff counters are absolutely strong. It can just be situational to setup. And you usually are spending a card to suppress it so that doesn't feel like a huge upside to me without seeing it in action more. Turning a zephyr into a training session seems lackluster to me

Honestly there seems to be a lot of viable ways to build ally decks this set. Choose your favorite champion and see how you like it.
