It’s not really that simple. Sometimes bosses that might be considered “easier” for most players are more difficult for me because the tools I need just aren’t available without fusion. All that being said, I think there’s a lot that makes Cleopatra much more difficult. Think about it this way: YHVH has 30100 HP (second phase only, the first doesn’t matter), you can create weaknesses and you have an entire second team to help contribute damage, in addition to a partner. Cleopatra has about 42000 HP, a single constantly changing weakness, and you don’t have a partner. You also have a lot of other stuff to worry about like Alluring Banter, and fielding weaknesses to ice/force is a really bad idea whereas having weaknesses against YHVH basically doesn’t matter with the right setup.

i'm pretty sure she is, i have beaten the game at around level 86. and defeating her is more harder than YHVH. or maybe i'm just really bad at this game. LUL

I think they just don't show up. This story involves Nanashi and Asahi alone, I believe.
None of the DLC fights, excluding En no Ozuno who is part of Twisted Tokyo, let you use partners.
