I used to work for a water utility company and the dam operators showed me their emergency release valve which spewed 20kL a second as well. It was so much water that the little river it went into actually started flowing back as a wave towards the dam because it was more water than it can drain at any one time.

There is a population of trout in the lower Galgenbichl storage facility, but there are hardly any fish in the large Kölnbrein storage because it's almost 2,000 meters above sea level and food supply is very modest. But, regardless of which storage power station, the fish are never "sucked in", they swim out of the flow very easily (the same applies to the power station on the river, healthy fish can "stand" in the flow and also swim upstream.
