Not sure of the first year, but they are used by the press as replacement notes to bills that are imperfect. It is illegal to duplicate a bad bill's serial number so they add a star to it.
Since you did not know when the first star note was issued I proceeded to investigate and found it was first issued in 1910 on $20 bills those notes go for six figures because they're uncirculated. The Bureau of Printing web site is not that informative I had to go to a New York broker to find the information.
WOW - good job and great info! I knew it was before the 1930's since there are star notes on bills in that decade, but did not know for sure and also that it was first used on a $20 bill.

Starnotes are nice to collect. The pre 2000s are harder to find especially in good shape.
