I've been held up a lot recently because I'm building a new shop so I went and picked up some things to assemble to try to get some work done as the weather gets colder (yeah, "colder" is relative for NC and SC but, hey, you know what I mean. I have everything to assemble my entire front suspension (including "Landsdowne" dampers and rods) except a rim band and a tube. I found this video very helpful.

There should NOT be a fiber washer inside the damper tube! There is a fiber washer that fits over the OUTSIDE end of the damper tube (which apparently you did not remove) and a small fiber washer on the drain screw. Those are the only fiber washers in the forks. Also you should check the damper rod for rust and corrosion and the aluminum cap on the damper tube. The steel rod will wear the bore of the cap allowing excess oil to flow from the damper tube. Replace the rod and/or damper tube cap if wear is apparent.
Yes I thought something looked wrong on that rod end...from my recollection of doing this job four yrs ago. To clarify, the fibre washer goes outside the damper tube, but still inside the shock slider tube (btwn damper tube and bottom of slider). Then there is a special/thick washer and a nut holding the rod end protuding through the outside end of the shock slider. One tip if having trouble holding the rod from turning as you try to torque up the bottom nut, you can thread a bolt into the fluid drain hole far enough that it contacts the damper tube and prevents it from rotating.

The long top bush is part of a modification referred to as the "Covenant modification" often found on Roadholder forks.
