Riot a few years ago: "we are removing shojin spear in it's current state because 20% reduction of remaining cooldown for every auto is way too strong" Riot now: "we are adding Navori flickerblades which does basically the same thing as old shojin spear but is much cheaper and the effect is permanently active instead of proccing only for a few seconds after you use ultimate."
I think it's a good item to rush when ahead, but if you're behind or equal it's not that great. Usually you run sundered sky to increase your sustain, since Jax doesn't have any to begin with. Plus you often get Sterak 3rd, which scale of HP given mainly by trinity and sundered. I think a more viable build with navori would be BoRK into navori. BoRK give lifesteal on attacks, as and can slow enemies so it synergies better with navori. I can see this build into tanks that you can shred with the BoRK passive.
Not so much, it's good on long cd like jax Q and E. W E on trundle are long but won't make the same différence when spammed. You'd be better with survivabilty or another dps item

But shojin is better stats and still reduces ur cds when the enemy isn’t in range.
