They used to use "plays" as a place holder for circus shots for their end-of-year countdowns. They'd have separate countdowns for Buzzer Beaters and Dunks. Webber landed the top spot because the dunk was preceded by a sweet "play" (behind the back).
Webber wasn't even close to being the top PF of that era, and definitely not in his rookie season. I think Barkley put 56 on him in the playoffs that year. Nice player but the best? Yeah right.
