That's because the artist took inspiration from classic American cartoons back in the day, especially those from Disney. The art style looking like Popeye or Bambi is not a coincidence. In fact, anime *in general* came from American cartoons.

In my opinion Uran is just a little girl who sometimes isn't aware of the bad things she does and is just naive and ignorant and doesn't think before she acts. I don't think she's a bad person.
@@ShadowRabbit393 I am specifically thinking of the 1980's dub version. It's mostly a lack of empathy thing or self absorbed or not caring about humans/animals. It may be how she was localised and things were edited for the dub (like of Atlas was done) but in it she is cruel to Jump even after Astro tries to explain how fragile and important he is to him (like she says she hopes he dies 😬). Or how she was to a weird looking robot she deemed ugly. I am not denying she is like a little kid and more understandable in other versions. Just the 1980's dub where she can be very mean
