Wow, I think you're the first one to explain the opportunity splits in a well precise manner. Try to make a validation rules concepts video. We're not having any youtube channels explaining the concepts about validation rules to the depth of what needed and why it is used in salesforce.
In Apr '23 you need to set Opportunity Teams as true in order to see Opportunity Splits Settings.

Is there a way to add the field, "Is Split" to the Opportunity page layout?
Do you mean like a formula checkbox? I do not believe you can.
