I just finished your tutorial for Pachebels Canon I have also learned the first part of Alla turca from your videos. I've only been playing for a year but I have progressed super fast cos of you. You seem like such a lovely person and I think you for all your work :) I am gonna give this one a go next.
I really don't know what grade this would be. I would classify it as a late beginner piece. But of course, concert pianists also perform it, so putting a label on it doesn't serve any real purpose, in my opinion. An advanced pianist would play it in a much different way than would a less skilled pianist.

The piano keys I need your opinion on something so since there’s COVID-19 we can’t do any piano exams so there’s giving us three songs to learn and one song of our choice I can’t choose between Mozart’s rondo alla turca, fur Elise or Beethoven moonlight sonata first movement what do you think?
When I’m doing the chromatic scale part and I’m going to the left and have to reach over my thumb with my fourth finger it’s not smooth and there is a time delay and sounds like a small pause in the music. Any tips to make it better would be appreciated. Thank you. Also for anybody new to piano like me…when you’re doing this part and going to the right, tuck your thumb under as soon as your second finger hits the key. If you wait to tuck it until after your third finger hits the key it won’t be as smooth. It’ll sound more like you’re playing three notes at a time instead of continuously. I just found that out today and thought I’d share.
You can try practicing slower to find what it is that's holding you up. Also, check out my practice time videos for lots of different ways to approach trouble spots in your pieces.

You probably shouldn't be pedaling a Mozart trill. It's not stylistically correct.

The very short (and incomplete) answer is that, even while a piece is in a certain key, it can "borrow" chords from other keys.
