Please I don't get the difference between the Prime Minister and President. What is the meaning of ceremonial functions performed by the President/Head of state? Why was it necessary?
Having a Prime Minister and a President as a head of state is what we term as a bicephalous or dual executive. In this case, the president will perform functions such as attending state events and meeting or receiving dignitaries. That is what we call the ceremonial function. The Prime Minister would then be allowed to perform the ordinary and normal executive functions in state administration. It helps reduce the workload on each of them and also ensures continuity of government in a sense that only the PM can be changed but the Head of State continues to rule.
