The old definition was a poor family moves into an abandoned house , left to rot. they repair it and live in it for years. then they get the rights to it. The real owner has truly abandoned it for a long time and isn't coming back. Very old laws,hundreds of years old before we had current poverty programs, transportation, phones, etc.

If people are renting out property that they don't own then the states should prosecute them and the realtors for felonies as co-conspirators to "BURGLARY" and accessories to the crime, or for LARCENY BY TRICK". By law, "burglary" is defined as the unlawful entry into almost any structure with the intent to commit a crime therein. The crime is a felony if the value of remaining in the property and/or damage done to the property is over one thousand dollars. Larceny by trick is when a thief secures possession of property through fraud (in this case rent money) by tricking another person into purchasing something that the seller has no right to possess, sell or transfer. If the cumulative value of the transaction is over $1,000 that is also a felony. All state governments can also revoke the realtor's license if the realtor is convicted of a felony.
