You won't have to shape to your exact measurement. This is because the skirt part cannot be fitted (straight/pencil) because of the effect of the drawstring. That explains the extra inches added to hip measurement while cutting the skirt part. Now, if you want it more fitted, you won't add much extra inches to your hip measurement. 1.5 or 2 inches is okay.
