Looks like a scam. There is a reason why proper ventilators are so sophisticated. This is not a ventilator. This is a cheap CPAP, at best. And many CPAP use additional humidifiers and oxygen concentrators.
He didn't realize that this technology (does not need oxygen supply) was already been developed in Germany (Dräger Savina ventilator) but the main point here is that it is smaller than those used in EMS/transport ventilation (like Dräger Oxylog series).

Ventilators usually work with the 60%vol of oxygen in the air that puts in the patient (normal air has 21% oxygen). If you don't have an oxygen supply, how is it possible to this machine to work properly? Very suspicious! Whoever knows that, please, let me know.

Nebulizer are completely different from ventilators!! Ventilators have to very advance sensors to sense how much air is needed!! Ventilators can be used in conjunction with nebulizer or even with oxygen mask!! Again oxygen mask are different!!
A ventilator is what many COVID-19 patients need at this time.
