If I remember correctly the reason why the Russian Navy is in such a poor condition is mainly because the majority of the money goes to the Army, Air Force, and the branch that handles missiles. This was because most of not all the requirements for Russia to handle a long large war was all reachable by land so things like a Navy were considered more of a sacrificial lamb meant to buy enough time before being completely sunk. Its another reason why the Admiral Kuznetsov is in poor condition with very little improvements. I understand the reasoning why this is, but that doesn't mean I like it, mainly because I'm a fan of naval ships and it kinda hurts to see one basically neglected.

The problem for a Kirov is the missiles are absolutely _gigantic_ compared to anything a Western ship might be hauling around in a VLS array, so setting one of those off is far more likely to compromise the surrounding armour. With smaller missiles like Harpoon and Tomahawk an entire VLS array can blow up without doing significant harm to the rest of the ship.
