If you have watched his whole comment. You'd have heard him contradicting his statement. In the speech he admitted that as the East Africa region, they failed to come to agreement on how to deal with the problem in Congo. And the DRC president asked SADC to step in come and assist in defeating the M23 aswell as stabilizing. Which SADC did and the Rwandan president didn't respect the scheduled negotiations with DRC... The same president also changed his statement to now all edge that it's wrong for SANDF to help DRC repel M23 in their country, thought that's what the SADC was brought in to do. So Rwanda wants to tell another sovereign state what to do in their own backyard. Now the peacekeeper can't do their work in protecting civilians.
There is still some Tutsis too. Many had to flee to Rwanda, Uganda, Tansania and many other countries but still there is Tutsis too inside the M23 area.

In the speech he admitted that as the East Africa region, they failed to come to agreement on how to deal with the problem in Congo. And the DRC president asked SADC to step in come and assist in defeating the M23 aswell as stabilizing. Which SADC did and the Rwandan president didn't respect the scheduled negotiations with DRC...
The same president also changed his statement to now all edge that it's wrong for SANDF to help DRC repel M23 in their country, thought that's what the SADC was brought in to do. So Rwanda wants to tell another sovereign state what to do in their own backyard.
