Though these types usuals contribute because bad quality requires more usage- That would be a chapstick addiction actually. If you keep using it continuously without needing it, after a while your body starts to rely on it and eventually you have constant chapped lips within it. That’s the problem with these fancy chapsticks- people love them and use them when they don’t really need them and end up not able to go without it. It’s not dangerous or anything but it’s definitely annoying, uncomfortable and will cost you money.
I legit only have had chapped lips when I’m sick or something is just off- I just don’t understand when people say they need it- never had- guess I’m lucky

Try putting shea butter or coconut oil on your lips. Cocoa butter might work too. Vaseline and Carmex might work too.
I used blistex medex lip balm, it literally works wonders. I also use aquaphor, nk lip oil, and i exfoliate. Lips haven't been chapped SINCE.
