Illegal parking

This BMW has been here since 1000 on Fri 18th Oct, as far as I know. It is still there at 1635.
Is it stolen? Is it abandoned?
I tried to report it to the Warrington (Cheshire) Police, but the 101 line is busy, and I gave up after half an hour. The broadband link says it can take two or three DAYS before they review the report.
I don't know why my camera is making that brief buzzing noise!
