Yes if it is sealed pack and packed in your checked luggage... Don't carry in cabin luggage... Also a general tip... You get plenty of such stuff here in good quality... So you can decide accordingly...

Hello Samee, I came across this institution in Chennai offering Dutch language courses www.studyinholland.nl/dutch-education/studies. (Note: I don't have any personal experience with this institution) there are many people from NL also offering language course online. That might be bit expensive.
