JR王子駅から徒歩２分の所にある複合文化施設「北とぴあ」の17階には無料で入れる展望台があります。
真下を走る新幹線や都電荒川線などを見ることができます。

There is an observatory on the 17th floor of the Hokutopia cultural complex, located a 2-minute walk from JR Oji Station, where you can enter for free.
You can see the Shinkansen and the Toden Arakawa Line running directly below.
