People prefer to use their native languages, or the language they have first learned first and have the best proficiency. This is common in Finland too.
People study two official languages at school and at least one foreign language which is usually or almost always English.
English is seen as a lingua franca.
What people don't want is to be forced to replace their local languages with foreign languages. This means that official languages have protection against other languages and smaller local languages have some special support.
Compared to other non English speaking countries Finnish population has fairly high English proficiency. It's different among different groups simply because different people have had different opportunities to develop or keep their language proficiency. If you don't actively use a language it starts to fade, or at least speaking and writing becomes more challenging and less automatic.
