People prefer to use their native languages, or the language they have first learned first and have the best proficiency. This is common in Finland too. People study two official languages at school and at least one foreign language which is usually or almost always English. English is seen as a lingua franca. What people don't want is to be forced to replace their local languages with foreign languages. This means that official languages have protection against other languages and smaller local languages have some special support. Compared to other non English speaking countries Finnish population has fairly high English proficiency. It's different among different groups simply because different people have had different opportunities to develop or keep their language proficiency. If you don't actively use a language it starts to fade, or at least speaking and writing becomes more challenging and less automatic.

What do you mean by "EU stay permit"? Could it be that its a EU Blue Card, you intended to mention? If so, then you seem to be asking about finding part-time employment and housing in Finland. I would like to point out that a part-time job where you work 2 hours daily is not likely to give you enough income to fulfill the income requirement for staying with the Blue Card. If you have 20 working days monthly working 2 hours daily, that would be 40 hours per month. To fulfill Blue Card requirements your gross salary must be at least EUR 3,638 per month in 2024. The required sum is reviewed annually. Possible fringe benefits and daily allowances do not count as salary. You would need to have a job where the hourly pay is about 91 💶 per hour. That would mean a job position where regular fulltime gross salary would be 14552 💶 monthly. Such jobs and EU blue card imply higher professional education. Head hunting agencies and professional connections are the likely way to find employment. Finding housing is simple, there are many agencies willing to help or you could simply read about listings yourself. They are all available from online websites. If you're planning on buying an expensive multimillion apartment or house, those are not all publicly listed. You need to ask agencies about those to learn about those that are quietly selling.
