Inno64 inner plastic of the wheel sometime got stuck to the chasis so they dont roll well. If you not very particular about keeping it as is, you can cut a protruding plastic of the wheel hub that rests against the chassis to allow them to roll smoothly.
As far as I know Ferrari doesn’t give their license to modification out of their approval. So, even the real LBWK car don’t have the license. That’s why no Ferrari mentioned on the box, just F40.
