From what I know of the story, the gardens were said to float in the desert, like a mirage. However, when you got close enough, you could see that it actually hung from a building owned by the fancy ruler you mentioned. The building just blended into all the sand and the heat, in a way that you could only see the gardens from distance, giving the illusion it floated above the ground. Therefore, this line could mean two things: his love for her is an illusion, not truly there, just a mirage like the gardens; or he's in love with her, but no one knows -- if he's the gardens, she's the building no one knows it's there. Either way, it's a beautiful line, and its multiple interpretations just goes to show her writing is too complex and layered to be nailed down to a single interpretation. But I find some other lyrics also really impressive like "but i said dancing is a dangerous game", it makes me think that she's a con artist, she knows exactly how vulnerable people can become once they fall in love, and dancing is an activity that can make people feel so in love.
Furthermore, she doesn't wanted to be found by the old man that she's planning to swindle for money. If that old man saw her dancing with another man, it's over for her.

There's this feeling, of utter satisfaction when someone is yours, your person. No matter how much other people may want them, none of them can possible have them. This song tells the journey of wanting someone, to reaching them, and to having them. She says how men wanted her and women wanted him, but that was all in the past, that it was before they were each other's. And that feeling definitely deservers a level of smugness. You can't see her face, but you can tell that she's probably smirking while singing this, almost whispering into the mic, before she seals her lock and hold the key.
Just when you think she wouldn't be able to deliver anything surpass folklore for a while...There's something so tender, so quietly heartbreaking, surrendering yet incredibly hopeful & mischievous in the melody / lyrics. Quite possibly my favourite Swift song ever.

My favorite song in her discography. “Now you hang from my lips like the Gardens of Babylon … forever is the sweetest con.” There is no real evidence of the Gardens’ existence. There’s rumors and legends, but there is no concrete proof. He’s hanging from her lips just like the Gardens because, despite of a kiss or a show of affection, she can’t really be sure if the love is real. What they have is beautiful to her, but could all be just a lie since they are both con artists. She makes this comparison as she recognizes this risk, it takes one to know one. Hence, “forever is the sweetest con” - ‘sweet’ and ‘con’ contrast each other, a sweet lie. Forever could exist with this person, but she knows that the idea of forever could well enough deceive her.
I think this is the song that was Taylor referring to her post which is "about two young con artist that fall in love with each other while hanging out in a fancy resorts trying to score rich romantic beneficiaries."

She's referring to the idea that they both are cowboys, bandits, con artists, hustlers, they are both tricksters, so many ways of describing who and what the two people in the story are, and all of it is summed up with that one line.
