at the beginning of bossing, would u cast it straight so that it can go to cooldown faster i.e. 7*2s=14s, or wait for debuff to stack 7 times?

That's a great question, I guess it depends on many factors. it's like trading 14s for 1/2 more damage on the first cast.
Here's some simple math using the numbers in this video (Mille does 40M dmg in 14s, v3 does 20M dmg without debuff, 30M with debuff, and v3 cooldown is 60s):
if boss total HP is 70M, assume we only use 2 skills: Mille and V3
option 1: mille debuff first (40M in 14s) + v3 later(30M) can kill boss in 14s

thanks guys for the information, so at max lvl the cooldown is 30s, so i think always use it first is best dmg when maxed
