If you want output voltage almost constant then you must pass test current through the zener diode, resistor is must be connected before zener and you can limit the current of your circuit, for example your load is 50 mA, zener test current 5mA@5.1v then R=Vs-Vz/Izt+Ioad current you can find resistor value use this formula, but no load condition all the current flow via zener diode be careful to choose power rating of the zener.
