Just the way Capcom belt scrollers were back then... Knights of the Round does it too, which I recall was the first time I ever noticed it back in the day (I believe the timer does remain onscreen when it gets low, like around 30s).
Hmm, looking into it more, Captain Commando doesn't appear to have a time limit at all, except on certain sections, in spite of it clearly being based on the Final Fight engine. Battle Circuit also only has it visible onscreen when it's less than a minute, telling you to "Hurry up". Ah, and it is actually the last 15 secs for Cadillacs & Dinosaurs - I noticed it late last night when I was watching his friend's Hannah playthrough. (^_~)
It only seems weird because of the dodgy American translation - the Japanese version has a lot more text from all of the characters interacting with each other. (^_^)

@@sasamisa1806 Makes sense, it pops up like a warning it seems. Other beat'em ups like Final Fight didn't use this system though.

no, it's always the same cutscene no matter the character.
