Harland Bartholomew and the Planned City: Vancouver Development History Part II 1928 to 1952

  • Vancouver's high house prices, sclerotic development processes and vast tracts of sterile low density sprawl can be directly attributed to the arrival of Harland Bartholomew in 1928. Before that time, Vancouver had followed the London Model, in which market forces allow for innovation, organic, incremental growth. Neighbourhoods were vital and walkable with cafés, stores and craft shops within residential areas.
    Vancouver's first US born and raised Mayor was responsible for ending the UK Discretionary Model of development and bringing in the US Regulatory Model.
    The UK Model has government declare what cannot be built; everything else is possible. It is principle-based.     Bartholomew promoted the exclusionary aspects of zoning saying it could prevent the movement into "finer residential districts by coloured people".
    The first zoning in Canada was not a municipal bylaw but was an act of the legislature reserving Shaughnessy for single detached houses in 1914. Bartholomew brought this to the municipal level.
    In the first 18 months after the imposition of zoning, Vancouver citizens launched 250 appeals.

    "prevent intrusion of apartments into residential areas" i.e. prevent intrusion of people into areas where people are living.

    Bartholomew's first zoning codes were not top down. Bartholomew consulted on the 1924 Minneapolis zoning code. It described what couldn't be built and then anything else was permitted. It was also "cumulative." Any use in a more restrictive zone was allowed in a less restrictive zone. For example, single-family homes could be built in commercial and industrial zones if the market dictated as such. This resulted in single-family homes occupying a good part of districts designated for industrial use.

      Thank you for this. Makes sense as Strathcona continued to be residential and so many people were running businesses out of their homes like restaurants, morgues, auto body shops, horse shoers, etc. This made it particularly attractive to new immigrants who would then move to other places after a few years...

    I find it bizarre that US planning is so top down considering that the US is supposed to operate for and by the people with limited government involvement in people's lives.
