In the full name example as you said tableau trainer logs in he is not getting the data because data in not there in Excel but I want to all the data when logs in . Is it possible

Excellent question! For RLS, you need the user’s name in the database as a column ("Mail ID" in the video). Thus, it’s initially more work, but it’s scalable. The server user filter doesn’t require any modifications in the database, but it’s not scalable (i.e., each new user must be added manually).
