One question so the first thing acquirer bank will read the number on card to route it to the card company be it master card or Visa card then will go to the bank issuer bank for validation So y the process is not the same in on us transactions ?? It should read the card number to identify payment system. Or is it very first thing processor will check if issuer or acquirer bank is same. If same it wont route through payment system if acquire and issuer bank is different it will route through payment system. Please clarify. Thank you for your assistance in advance

US means (us, or ours) which basically refers to our cards(if we are a bank) used in other banks' terminals(ATMS, POS), then it is called US-ON-THEM. And THEM(other banks' cards) are used in our terminals(ATMS, POS ), then it is called THEM-ON-US.
when i am making a payment on somewhere online so i am getting that error "card issuer declined payment" and after that when i talked to my credit card company so they said that there is no issue and i can use any where so in that case where i should contact? and i have tried my both cards and the issue is same.
In any case for you the contact point is your Issuing bank, send them the snapshot of decilne message as a proof and followup, however if you want you can try to contact acquiring bank also for some input from them and share that with Issuing bank. If trxn at all not reaching to Issuing bank then there must be something wrong at acquiring side, can you tell me if you enter the CVV2 ? Your question says it all "Issuer decline" means the issuer has some problem. Chances are you are selecting wrong a/c type (Savings, Current etc). Another cause is there is a connectivity problem within multiple gateways. Or maybe the BIN is not registered on gateway, ISO-8583 version is different or unsupported. There is another chance, some merchants only accept Credit Card. Try contacting the merchant too they might guide you

Hi Vignesh, on us and off us are just 2 flow of transactions. the key point is merchant and card bin, if both belong to same bank then it is on us however if both belong to different banks then it is offus. you just replace Bank A and B with some actual bank in my example you would understand it more clearly. do let me know if you still have any doubt.
In case of Onus transaction , where does the Bin validation happen to conclude that it is the Onus . --> Is it there internal gateway has the set of onus bin stored or does it hit Scheme and come back
if a bank is issuer and acquirer both then in one application 2 separate engine runs one is acquiring engine and the other one is authorization engine ACQ engine checks the bin first after receiving from pos or atm etc if on us bin rout it to auth engine if not then rout to scheme. hope it helps

No, each and every card should support some scheme because the same card would be off us for the other bank networks. In that case, the schemes are used to route the transaction back to the issuer using scheme. If you have no scheme then there has to be a mandatory hard link between bank A and bank B and other determining criteria for routing
