Yes. There was a rule that the home team could get penalized for delay of game if they kept making noise and the QB couldn’t hear or get out the snap count. Eventually, helmet speaker technology got better and the league realized it was dumb to penalize teams because the fans were noisy.

At that time, the NFL did not care about crowd noise until it gave the Bills an advantage at home. So, the NFL decided to penalize crowd noise.
