Parliamentary Procedure dictates that the Presiding Officer needs to address any Point of Order being brought up by any member of the chamber at the time it was raised. He/She cannot ignore a Point of Order once it was raised. Case in point, she shut down the said Point of Order by commanding the councilor to sit down. A blatant ignorance of the rule

In parliamentary sessions, points of order, regardless of content, must be heard. The Vice Mayor obviously doesn't have any idea about the rules. Kudos to the councilor in pointing that out.

FEDERALISM EXPLAINED 🇵🇭
Simula pa lamang ng pagkaupo ni Pangulong Rodrigo Duterte bilang presidente ng ating bansa, may adhikain na siyang baguhin ang sistema ng ating gobyerno sa Pederalismo. Ngunit marami pa sa ating mga kababayan ang wala pang gaanong alam tungkol dito at kung ano nga bang magiging anyo ng Pederalismo sa ating bansa. Bilang isang Pilipino, nararapat lamang na malaman natin mga pagbabagong maaring mangyari sa sistema ng ating pamahalaan sa hinaharap. Sa artikulong ito, ating tatalakayin kung ano nga ba ang Pederalismo at ano ang maaring maging mabuti o masamang epekto nito sa ating bansa.
Ano ang Pederalismo?
Ang Pederalismo ay isang uri ng sistema ng pamahalan na kung saan ang isang bansa ay mahahati sa estado o rehiyon, at ang bawat estado naman ay magkakaron ng kalayaan para magkaroon ng sariling pamahalan. Sa madaling salita, ito ay sistema ng pamahalan kung saan mas naibabahagi ang kapangyarihan, pondo at programa sa pamahalaang panrehiyon at panlokal.
Ayon naman sa Wikipedia, ang Pederalismo ay isang ideolohiya o kaisipang pampolitika na kung saan ang bawat miyembro ng isang bansa ay nakapaloob sa isang kasunduan na ang bawat estado ay pinamumunuan ng mga gobernador. Sa sistemang ito, nabibigyan ng kapangyarihang ang estado na malayang makapamuno sa kanilang nasasakupan. Dahil dito, nagkakaroon din ang isang estado ng karapatan na makapagpatupad ng sarili nilang mga batas.
Ang Anyo ng Pederalismo sa Pilipinas
Sa kasalukuyan, tayo ay nasa isang unitary form of government, kung saan ang kapangrahiyan ay nakatutok lamang sa sentrelisadong pamahalaan. Sa uri ng gobyernong ito, ang lahat ng pondo ng bansa ay napapapunta sa sentralasadong pamahalaan at ipinamamahagi sa iba’t ibang rehiyon batay sa nakatakdang halaga.
Kung sakali mang maaprobahan ang Pederalismo sa ating bansa, mahahati ang kapangyarihan sa tatlo, ang pamahalaang pambansa (national o federal government), ang pamahalang panrehiyon (regional government) at ang local state government. Ang national o federal government ang bahala sa sandatahang lakas na poprotekta sa buong bansa. Samantala, ang regional government naman ang siyang bahala sa pamumuno ng kanilang rehiyon o estado. Samakatuwid, ang regional government ay may lubos na kontrol sa kung ano sa kanilang pondo para sa pagpapaunlad ng kanilang rehiyon. May kapangyarihan din ito na pagpatupad ng kanilang eksklusibong batas na para lang sa kanilang nasasakupan.
Kung sa ating kasalukuyang gobyerno, ang sangay ng batas ay matatagpuan lamang sa central government, sa Peeralismo naman ay magkakaroon ng kanya kanyang ehekutibo, lehislatibo, at hudikatura ang ibang rehiyon.
Ano ang posibleng mabuting maidudulot ng Pederalismo sa ating bansa lalong lalo na sa mamayang Pilipino?
Kung sakali mang maaprobahan ang Pederalismo, ano nga ba ang mabuting maidudulot nito sa ating bansa? Ayon sa poster ng DILG, ang pagpatupad ng pederalismo sa bansa ay magdudulot ng:
Mas epektibong pamamahala sa kadahilanang ang pamahalaan ay mas mailalapit na sa mga mamamayan.
Mas madaling pagpapatupad ng mga programa sapagkat hindi na kailangang magpaaproba pa sa pambasang pamahalaan.
Pagbaba ng antas ng kahirapan sa bansa dahil mas madaming pondo ang mapupunta sa pamahalaang panrehiyon.
Maaring maging masamang epekto ng Pederalismo
Kung may kabutihang maidudulot ang Pederalismo, meron din naman itong negatibong epekto sa ating bansa kung hindi maipatutupad ng maayos. At ito ang sumusunod:
Mas yayaman pa ang mayayamang rehiyon ngunit sa kabaglitaran nito ay mas maghihirap pa ang mahihirap na mga rehiyon.
Maaring magkaroon ng malawakang kahirapan at magkaroon din ng armadong pag-aklas ng mga rehiyon sa ating bansa.
Sana ay may naintindihan ka sa kung ano ang Pederalismo. Kung may nais kang baguhin o idagdag sa artikulong ito, mag-iwan lang ng puna sa ibaba. Salamat sa pagbabasa! 😊

The purpose of having a chairman in this kind of business is to presides the hearing and rule the entire session to avoid nuisance persons like in this video.

Idk about that because what I heard was a Parliamentary Inquiry and I think hindi po kailangan yan i recognize. In that scenario, the chair should've at least listen to what the person had to say and later decline if it was not related to the discussion. From what I can see, naging labanan ng ego ang session. I do think iba ang outcome if they all just stayed humble and well, calm down, and focus on the goal. Anyway, I do not think na playing the blame game here is going to improve the situation. What's more important is that well there was a mistake and well it has to be fixed. They can start with the orientation with Parliamentary Procedure perhaps? There is no shame in admitting to not knowing, at least your open to learn. What's shameful is pretending to know everything when you don't. It does not end well, obviously as portrayed in the video.

Both Parliamentary Inquiry and Point of order does not require the recognition of the chair. Wag kang magcocomment dito kung wala kang alam sa Parliamentary Procedures and House Rules.

Councilor Ed Cabanlas is a lawyer by profession and he has served in the City Council for as long as I could remember. Vice Mayor Rodriguez is the sister of Cong Rufus Rodriguez, nurse by profession and previously served as Barangay Captain before vying for V mayoral position. Councilor Nacaya is the majority floor leader and there has been a long-standing row between the Nacaya's and the Rodriguez's who ironically are both residents of the same barangay. Would love to see the entire video to have a better context of this glorious bickering circus that is our local city council.😅
