Can you use the discarded dough? Why do you need to rest pastry once it’s on its the cheese? Do you need to do the egg wash right before it goes in the oven if you are putting it fridge over night?
Yes. It will work and look better. It will dry out if you egg wash it and let it sit too long. It’s to give the dough crust a nice shine and more moist texture and look.

It was still left on this one.
You don't have to, the rind is edible. You can if you really want to though.
