The funny thing is, Scott is exactly the kind of example Tarantino is talking about. He makes more bad films than good in his older age.

But as time goes on he seems to make more bad films than good, and the good are less good than his earlier good films. Scott is, at the end of the day, a commercial director. He got his start shooting commercials and his films, as a result, are always visually stunning. When they suck it's because of some conscious narrative choice and/or the script. Prometheus is a great example: weird narrative and poor script. Otherwise, the cinematography, editing, special effects, concept design all looked great.

So his success is hit or miss depending on the writers and the direction of the story they agreed on. But other than that, yes the way his movies look are always outstanding. Same thing even with Napolean recently. It looked fantastic at times, just not a good script. Not even from a structure standpoint. I disagree on Prometheus though. I think Prometheus will go the way of Blade Runner years from now. It's the same type of film, where it really leaves things up to the audience to look into things more to find the important themes and meaning behind the film. Blade Runner was very much like this as well. To be honest, I think your average movie person just writes off Prometheus because of the stupid decisions the scientists make throughout the film. But that alone shouldn't discount all the other great things the movie brings to the table. I think that movie will age fine. People very rarely like a movie like that, where you have to really challenge yourself to dig deep into things. Not saying those people are unintelligent or anything, it's just that some people only go to the movies to be entertained at face value. All in all though, Ridley is an artist first. A visual artist. Storyteller second. If you want a director who is the opposite of that, it's almost like Christopher Nolan.

I will say, though, the fact that the script is usually the weak link doesn't relieve him of responsibility, as he is often producer of his own films and has the power to choose his stories, screenwriters, and when a draft is sufficient for shooting. So he doesn't appear to be the best judge of script quality. I also just simply reject his anti-Christian underpinnings. But yes, his visual fingerprint is exquisite.

Ridley has a very business attitude and moves fast. He doesn't strike me as one to keep going over the scripts until they are perfect. I do think it does harm to the quality of some of his films because of this. Yet somehow at the end of the day he keeps getting movies approved with sometimes fairly big budgets. Somehow he has tremendous pull in Hollywood...
