In the bsd universe there are a lot of humans without ability,dazai's ability is called no longer human but as i said just because someone doesn't have an ability dosent make them non human .So i think he is actually refering to himself,like he turns into the book(non human) and since the book cannot be destroyed it inturn nullify the attackers ability.DAZAI ability is not nullify but to turn into the book😦
The largest counter argument to this is that there is no form of direct link between him and the book people relate the properties but it’s possible for two individuals to have abilities in the same vein like Aktugawa and Nathaniel Hawthorn the current strongest evidence suggests that Atsushi is more likely to be or to be the key to the book due to people like Fyodor being way too aware of him at an early age that tiger door scene and all of Atsushis backstory pre-orphanage being unknown even to the orphanage along with the Guild being told that the Tiger(Atsushi) would lead them to the book it also following the vein of the book being indestructible explains why Atsushi has a restoration power not regeneration implying any harm done to Atsushi(possible book) will be restored to before the injury was inflicted
