Actually the peace plan this is more comparable is the Budapest memorandum. Ukraine agreed to give Russia its Soviet nukes in exchange for Russia guaranteeing it would never attack Ukraine. Can't trust Russia's word so putting more concrete troops to guarantee security makes more sense. Minsk was a stopgap agreement on both sides to try to prevent immediate war. Just like appeasement didn't work with Hitler, it did not work for Putin and he attacked for more. Russia did not honor Minsk for even 5 minutes because it was supposed to withdraw from occupied Ukraine.

They were the USSRs nukes stationed in Ukraine.
