Gaians got the Secrets because they start with terraforming tech. That is the single most important earlygame tech since it basicaly doubles your productivity (you get farms and energy collectors on all tiles => faster growth, more energy and research).

I suggest rebasing some of your units to displace the heavy mineral load your capital city is over. Either that or increase SUPPORT social policy. Pressure domes are somewhat useless as they are basically doubly expensive recycling tanks, and should not be built unless there is major threat of global warming/planet busters.

Personally, I do build them in every coastal base, because when Morgan will have screwed up the planet enough for global warming to begin I don't want them to sink, also, even if they are quite expensive they're still pretty good in my opinion, a good investment if you don't have anything more important to build.
