This may be spoiler, well if the anime ever gets to that points. In the LN so far. We are not sure about the top 3, but Yuuki is not in the top 20 yet. With some adjustments, I would say the strongest right now are, Feldway, Z , & Rimuru. And these guys might be on par, Valdora, Velgryn, Guy, Milim. Velzard was stronger that her siblings but after adjustments by Ciel their EV sky rocketed. Guy may not have their EV but he is way more skillful and can copy most Ultimate skills while it’s in use.
WN and LN have the same meat But a lot of the actual things are different like, main villians and what actual happens to characters or character power levels and abilities. LN is more fluent though
