I have a doubt both slime and Diablo posses space time domination so how could time stop work on them as they rule over both time and space so they should not be affected by time stop which use power of time.

I only learned this recently. The Nuclear Attack Razen shoots at Diablo does kill something. It kills the Pinky Finger of Clayman's army. Diablo actually blows the attack right up into her intentionally and the Anime Skipped it!

In a actuality Rimuru created the mask then give it to Chloe before going into battle against the Eastern Empire. It was Chloe who told Rimuru about it. That before Rimuru participated in the war against the Eastern Empire he himself created the mask. That's why the mask has characteristics that a human can use like air filter and life support system if im not mistaken but Rimuru's current masked all of those were removed and only the Magicule suppression was the one of the remaining function remains.
