  • The Chhapper Bhaands are one of the 198 tribes that were categorized
    as "Born Criminals” by the British Raj.
    They were made live in open-air prisons called "settlements”
    with barbed fencing and brutal policing.
    Though independent India under Nehru declared them "Liberated”
    in 1952 they remain chained on account of the social ostracism
    and state apathy. The Habitual Offenders Act enacted in 1952
    is just as bad as the old draconian Criminals Tribes Act 1871,
    the DNT community alleges.
    The community lives in Maharashtra,
    Karnataka and a few other states of India.
