Bring rain all the way up the Rio Grande, then the Pecos to New Mexico and onto Denver. THEN start curling northeasterly into the central Plains. Fill up all the central rivers that flow into the Gulf. None of this Houston-Galveston stuff where rains go back to the Gulf. The rest of the central Plains can use the rain.
