It seems to me that 非...不可 is the equivalent of what we call "double negative" in English. Which makes it a "positive". So 你非去不可 would literally be "You not go not allowed". In other words "You must go". In English, we can sometimes humorously say: "You cannot not go". But we have to include the "not", whereas in Chinese, they sometimes leave out the 可以.
