You were half right in your assessment of why Blizzard stays as Rank 1 of B class. If you rewatch, She says that there's no point in moving to A class because the people at the top of it can't be passed. So it's not so much that she wants to keep people down. She wants to be the top. So being top of B class is better than being a runner up in A class in her mind. There's more to it, but I don't want to say too much. Be well
While it's certainly true that monsters and villains keep rampaging outside Saitama's apartment, top rank heroes also casually hang out there. Genos says it's because strong people are drawn to him. I think it's because they can just be "normal" in that setting. Enjoy some hot pot, talk about stuff, play some video games, etc...Fubuki's (aka "Blizzard from Hell") initial shock and later ease at chilling out (pun!) was amusing to me.
Yep Silver Fang is Bang’s hero name. You guys might not remember but Bang actually mentioned Garou when Saitama visited his dojo in S1 episode 10. It was near the start of the episode iirc. The lil convo y’all had at 22:30 was funny cus OPM is one of the few animanga that has fanservice for everyone😂 Again! Would really suggest checking out the S1 OVAs. Fubuki has a whole episode dedicated to her. The reason Saitama visited Bang’s dojo is also explained in one of the OVAs.

So for Tank Top Vegetarian he is a high ranking A class and 2nd in command for the tank topper army. He is just as respected as Tank Top Master and is assumbly on a level of Stinger(an a class who soloed several tiger levels at once.) Sadly after this he retires so we never get to see him in action. Its more so to further prove Garou can wipe the top of A class.
In episode #1-05 before Saitama and Genos sparred, Genos said he could get a hero name like "Blond Cyborg" and Saitama worried that he could get a sucky name like "Caped Baldy".
