"Men" guy(Ichiya) is actually very strong it's just that he is used a lot as a gag character so he feels weak. He is actually S rank in strength as we have a gemini copy of him body Jura(Wizard Saint btw, lowest rank though) although he did catch Jura off guard but still impressive for a mainly utility magician(healer/buffer/debuffer). 3. Zero calls Dragon Force the final form of Dragonslaying magic and he is technically correct, but the Dragon Force we see here with Natsu barely qualifies. The pinnacle of power for a Dragon Slayer is still much higher.
