  • THIS VIDEO IS A RECONSTRUCTION OF THE FOLLOWING SITUATION IN FLIGHT:
    18-APR-2024. A Southwest Airlines Boeing 737 MAX 8 (B38M), registration N8710M, performing flight SWA2937 / WN2937 from Washington Reagan National Airport, DC (USA) to Orlando International Airport, FL (USA) was cleared to taxi to the runway 1. On their taxi route the airplane was cleared to cross runway 4. Meanwhile a JetBlue Airways Embraer ERJ-190 (E190), registration N323JB, flight JBU1554 / B61554 from Washington Reagan National Airport, DC (USA) to Boston Logan International Airport, MA (USA) was waiting for takeoff clearance on runway 4. When Southwest 2937 was approaching runway 4, JetBlue 1554 was cleared for take-off. As the SWA2937 crossed the hold short line the Ground controller instructed them to stop. Meanwhile the Tower controller stopped JetBlue 1554. As it was reported the Southwest stopped about 40 meters/130 feet past the hold short line.

    HOW I DO VIDEOS:
    1) I monitor media, airspace, looking for any non-standard, emergency and interesting situation.
    2) I find communications of ATC unit for the period of time I need.
    3) I take only phrases between air traffic controller and selected flight.
    4) I find a flight path of selected aircraft.
    5) I make an animation (early couple of videos don’t have animation) of flight path and aircraft, where the aircraft goes on his route.
    6) When I edit video I put phrases of communications to specific points in video (in tandem with animation).
    7) Together with my comments (voice and text) I edit and make a reconstruction of emergency, non-standard and interesting situation in flight.

    This is why, in most countries, Tower are the only ones to give rwy crossing clearances. Acft are asked to contact tower holding short

    No comment or correction from ATC. I'm not a pilot, but it sounds like they got clearance and confirmed it.

    Southwest was 100% cleared to cross at 4. This was a mess up from ATC where Ground didn't know what Tower was up to (who cleared JetBlue to take off).

    One controller telling one plane "cleared to cross", and another controller telling the other plane "cleared for take off". Left hand not knowing what the right hand is doing.

    It would be nice if there could be an integration with RAAS that could alert pilots on a runway if someone crosses a stop bar associated with it. That could save a couple seconds from where it alerts ATC and ATC gets the stop command out. Obviously would involve upgrades and development to get the two systems not designed to talk to each other to communicate effectively, but it could be something to aim for in the future as another redundancy.

      They can't really do that for planes on the ground I'd imagine without them being too heavy.
      JFK already has ASDE-X (Airport Surface Detection Equipment, Model X) for the controllers' situational awareness.
      Which 35 US Major airports have. It's probably what alarmed them in the first place.

      @@trilight3597 I wasn't really thinking anything by way of additional equipment. The existing stop bar sensors for the airport already say "hey someone's crossing" to ATC. If it had a way to also send that data to the planes, which would at most just need an additional receiver, then the plane could have its software look at information it's already receiving from RAAS. If the stop bar signal is associated with the runway the airplane is lined up with, an audible warning could sound

      @@JDrapic That might require another frequency to be dedicated for the technology. If you wanted it to be automatic, that's more possible interference on the ground (Assuming it'll be same for all airports). I don't think RAAS communicates outside the aircraft and gets most of it's information from a database but I could be wrong. I see where you are coming from but I don't see it happening. Maybe you could allow RAAS to access ASDE-X since these incidents seem to happen at these airports. But I think these issues are also on an over reliance on these systems when they're a safety net not a "safety bed" to sleep on.

      @@SlowishLiving The AA isn't the plane on the runway. She is talking about a plane that isn't shown in the animation. He read this back too, "after american, going to 1, K, C...". He presumably allowed the AA to pass before taxing.
      This channel cuts out all the planes except the ones involved in the incident.

    Controller error. Ground controller (female voice) should never give runway crossing instructions, (especially) when traffic is on the active, without first coordinating with the Local controller (male voice). Whether that happened or not is unknown.

    I usually prefer this channel, but @VASAviation did a far better job on this one.       @@jort93z But that is still not the same as "entering" the runway. They never got to the point shown in the graphic at the top of this vid. I am not downplaying the seriousness just the accuracy of the title which has now been changed :)

I guess you can argue if crossing the hold short line is already "entering the runway", as that phrase is not defined anywhere from what I can tell. But it is a runway incursion, as an aircraft entered the protected area and interfered with a plane on takeoff.
