Of course, the issue is money, ('Reformierakond' [the ruling party in Estonia] will not give any money (public funds) or something similar to the Estonian society; rather the ruling party will take them away) like in Finland, too. Finnish party 'Perussuomalaiset' are also stingy, that is a negative response to the European unity. Very political. Freedom of expression. On the other hand, the Hungarian part is about the Internet malicious.
