What is that topper used for ?

I’m not sure, my neighbor gifted it to my mom and she wasn’t sure what to use it for so she left it here. Lol I think it’s usually used for lawns.

Are they toxic to dogs the succulents?

Yes some definitely are! I had to get rid of a few toxic plants before I rescued Sunny. One I specifically had like the mother of thousands. The one he grabbed here isn’t 👍🏼
