Hello, how does TBL2 (and now ETCS L1) work on Leuven - Liege line without trackside signals, for example when train has to stop before occupied block section and waits for proceed signal? Are infill loops used here?

Seen as it's on line 36 between Leuven and Luik, going at "only" 200km/h, It's probably a HLE18 or HLE19.
